Zhang Xiujuan of Zhenbang Industrial: Photovoltaic Power Generation Benefits the People

Zhang Xiujuan, female, born in April 1970 in Qingtian, Zhejiang Province, joined the Communist Party of China in December 1998. She currently serves as the General Manager of Zhejiang Zhenbang Industrial Co., Ltd., the First Secretary of the Zhenbang Industrial Party Branch, and the Secretary and Director of Shidong Village, Wukeng Township. In June 2021, Zhang Xiujuan was honored with the title of "Fifth Zhejiang Entrepreneurial Female Hero"; in July of the same year, she was awarded the honorary title of "Qingtian County Model Worker" by the Qingtian County Committee of the Communist Party of China and Qingtian County People's Government; in 2022, she became a delegate to the Fifth Women's Congress of Lishui City and a delegate to the Seventeenth People's Congress of Qingtian County.

Wukeng Township is the most remote township in the east of Qingtian County. Its limited population and land, fragmented farmland, and poor resource endowment restrict local economic and social development. Zou Peiyang, a village cadre, said, "In the past, even if we showed enough sincerity and invested real money, it was difficult to attract good projects or bring prosperity to the village." As a native of Wukeng and the Secretary of Shidong Village Party Branch, Zhang Xiujuan stood up first in the face of her hometown's difficulties and stated, "I must explore a new development path to make the village look different."

In fact, due to the impact of the "dual control" policy, how to produce in a green and low-carbon way has become an urgent problem that needs to be solved for Zhenbang to upgrade its industry and enhance its competitiveness. Facing the dual difficulties of stagnant business development and her hometown's backward appearance, Zhang Xiujuan immediately thought of the emerging "solar economy." By building photovoltaic power stations on factory rooftops, the company could save on electricity costs, and the village could also profit from the investment project, making it a rare opportunity.

Therefore, Zhang Xiujuan approached the Wukeng Township Government and proposed this idea to them. Both sides agreed immediately and signed an EPC general contracting contract in the form of a village-enterprise cooperation to carry out the photovoltaic power generation project on factory rooftops.

After signing the contract, Zhang Xiujuan felt both nervous and excited. She frankly said, "When I think about the real benefits that this project will bring to my fellow villagers after its completion, I feel very gratified." Therefore, despite the numerous difficulties, she did not hesitate to take the lead and was determined to successfully complete the project.

In the early stages of the project, the local photovoltaic market in Qingtian was small, and the quality of products was mixed. As an outsider in the photovoltaic field and with insufficient understanding of the foreign market, Zhang Xiujuan traveled dozens of times to Hangzhou, Wenzhou, and other places to inspect hundreds of photovoltaic manufacturers and learn about engineering cases on site to ensure project quality and safety. After comparing prices and considering the timeliness and cost of later maintenance work, she ultimately chose a photovoltaic manufacturing enterprise in Wenzhou. The enterprise was offered a discounted electricity price of 0.56 yuan per kilowatt-hour, allowing the factory rooftops to generate income for the village collective. At the same time, she proposed that the project be constructed by Wukeng Township, benefiting the township, and Zhenbang Industrial provided 12,000 square meters of factory rooftops for free and was responsible for consuming the generated electricity, truly implementing the "elimination of poverty in the hometown."

It is understood that the photovoltaic power generation project on the rooftops of Zhenbang Industrial Co., Ltd.'s factories has a total investment of 6.8 million yuan and an installed capacity of 2 megawatts. In March 2022, the photovoltaic power generation project on the factory rooftops was completed and put into use. The annual power generation is expected to reach 2 million kWh, with annual power generation benefits expected to exceed 1.1 million yuan, increasing the operating income of each administrative village in Wukeng Township by more than 100,000 yuan annually, bringing significant benefits to the rural collective economy.
